Implement Functionality to Allow for Complete Taxonomy Overwrite

Currently, when a user is approving a taxonomy data batch in the Data Sync module, there is no option to completely overwrite the taxonomy. The current functionality just allows users to append taxonomy categories to the already existing categories within the taxonomy.

This feature would allow CIMM2 Admin Portal Users to overwrite an existing taxonomy with incoming taxonomy data.
