Admin Ability to Create Product Groups & Assign to Customers (Add UI, not just Import)

Develop a UI in CIMM that is specifically for creating product groups and mass assigning those product groups to his customers. We know that there is already an import for this feature, but you have to individually import product groups for individual customers at a time. The customer group function on the import does not work.
