Allow for selection of time zone to display in all CIMM screens

When viewing data in CIMM, all of the time zones displayed are in UTC. In screens like Audit Trails, Solr, Batch Approvals, etc. the time zone displayed would be great to show in the local time zone of the user. Or, have a system setting to allow for a default time zone.
