Improve Scheduler Display by Adding Tooltips and Enhancing Time Interval Display

This feature would improve the time interval display by clearly describing what each time interval means. Currently, it shows as something like '0 0 6 ? * *' which is not very intuitive.

With this feature, there would also be 'tooltips' for each field to to help users understand what each field does.
