Add Functionality to Send Notifications to Specific Admin Users (Sales Reps)

This functionality would allow an RFQ email to be set up to go to a specific Sales Rep based on which user/customer submitted the RFQ form.

This feature could to apply to all notifications. There could be a configuration for each notification that decides whether the notification gets sent to its listed recipients as it does today, or the notification can go to specific recipients based of which customer (ERP ID) submitted the form.

A simpler way to achieve this could be: With the current "Assign Sales Rep" functionality, just add in logic that says all RFQ forms submitted by this customer should trigger an email to the Sales Rep for that customer. It could apply to for multiple forms as well. There could be checkboxes in the UI for each type of form to make it configurable if needed.
