Improve the B2C dealer fulfilled Ship to me flow(local delivery)

As per discussion with Nancy, Mcgukin doesn't use Orgill ship-to-me but supports ship-to-me fulfilled by themselves. Unilog had done a quick fix before implementation to use Orgill ship-to-me to show Mcgukin ship-to-me qtys. but its better to have better UX if dealer is supporting store pickup and ship-to-me, it can be done at the cart level rather than at item level.
