Add Functionality to Define Minimum Order Amounts In Shopping Carts

This feature would allow CIMM2 Admin Portal Users to set minimum order amounts, so that their Storefront Users cannot checkout unless their cart meets a certain dollar/currency amount.

There would be a message that displays when a user attempts to checkout with a total that is below their limit.

This could be configurable at a customer level, and the site level as well.
