Title: Manufacturer-based Product Restriction Requirement

Use Case Description:

As an eCommerce website owner, I want to restrict the sale of certain products based on the state listed in the user's shipping address and the manufacturer (MFG) associated with the product record so that I can comply with regulations, manufacturer's policies, and ensure legal compliance.

NOTE: I need to be able to set these restrictions specifically by each eCommerce storefront which exists in my CX1 CIMM2 eCommerce environment. For this specific use case, Madison Electric will have different restrictions than Standard Electric. Each will be setup as a unique storefront in a CX1 CIMM2 multi-store environment.
