Item restrictions to certain states/zip code

This was added for Orgill. Orgill had a requirement from some manufacturers that their items should not be sold in certain states, so this screen was added to allow for the manufacturer or brands to be restricted to certain states only. for example, 3M might come tomorrow and say they don't want to sell their items in California due to a new law until they fulfill their part to be in compliance with law then this screen will be leveraged to restrict 3M items in California. In case any user adds the item to cart and tries to buy the itme then they would get an error message

this is not multi-site supported and for B2B there will be storefront changes to make this work.

There is no site settings configuration to remove it for specific client
