Implement Functionality to Configure Scheduled Orders by Day of Week

Currently, in Scheduled Orders, users can select a reoccurrence date by selecting the numbered date from a calendar (e.g. the 1st of every month). This can create an issue if the 1st falls on a Sunday when businesses are not shipping. This feature would allow users to select the first Monday of every month, which would avoid that issue.
